Europese lobby huwelijkse gevangenschap en huwelijkse uitbuiting

Wat we doen
We brengen het probleem onder de aandacht bij Europese en nationale beleidsmakers en zetten in op daadwerkelijke wetswijzigingen, met een focus op Begië, Oostenrijk, Spanje en Frankrijk. Dit doen we door het ontwikkelen van juridische position papers, factsheets en concrete beleidsvoorstellen. Tegelijkertijd bouwen we coalities met NGO’s, experts en politici, en organiseren we bijeenkomsten en lobbygesprekken om het onderwerp structureel op de politieke agenda te krijgen.

Waarom dit belangrijk is
Huwelijkse gevangenschap en huwelijkse uitbuiting zijn ernstige mensenrechtenschendingen die in veel Europese landen nog onvoldoende erkend of aangepakt worden. Slachtoffers vallen vaak buiten bestaande wetgeving, waardoor bescherming en rechtvaardigheid ontbreken. Omdat deze problematiek grensoverschrijdend is, is een Europese aanpak essentieel om duurzame verandering te realiseren.

Waarom nu
Dit is hét moment om in actie te komen. Europese landen moeten de komende periode twee cruciale richtlijnen implementeren: de modernisering van de mensenhandelwetgeving en de richtlijn tegen geweld tegen vrouwen en huiselijk geweld. Dit zijn geen technische aanpassingen, maar bepalende momenten voor de vraag wie wel en wie niet wordt beschermd.

Als we nu niet ingrijpen, blijven huwelijkse gevangenschap en huwelijkse uitbuiting buiten beeld en daarmee buiten de wet. Juist daarom voeren wij nu druk op: om ervoor te zorgen dat deze vormen van geweld worden erkend, benoemd en aangepakt. Dit is het moment om de wet te veranderen en daarmee het leven van vrouwen in heel Europa.

Hoe we het doen
Onze aanpak begint met gedegen onderzoek: we analyseren wetgeving per land, brengen stakeholders in kaart en identificeren politieke kansen. Op basis daarvan ontwikkelen we een gerichte lobbystrategie, ondersteund door data, storytelling en praktijkervaringen van vrouwen. Via media, publicaties en een documentaire vergroten we de zichtbaarheid, terwijl we achter de schermen gericht invloed uitoefenen op wetgeving en beleid.

Tijdlijn en aanpak
Het project heeft een looptijd van twee jaar (januari 2026-december 2027) en verloopt in fases. We starten met onderzoek en analyse (zoals juridische studies, stakeholdermapping en probleemanalyse), gevolgd door agendering via media, publicaties en politieke gesprekken. Daarna richten we ons op actieve lobby en beïnvloeding, met als doel concrete politieke commitments en wetswijzigingen. In de laatste fase werken we aan verankering: het monitoren van implementatie en het opschalen van succesvolle aanpakken binnen Europa.

European Advocacy on Marital Captivity and Marital Exploitation

With this project, we work to put marital captivity and marital exploitation on the European agenda and to achieve their legal recognition in countries such as Spain, France, Austria, and Belgium. Building on our years of experience and success in the Netherlands, we aim to drive concrete change at the European level, so that women across Europe are better protected against these forms of gender-based violence.

What we do
We bring this issue directly to European and national policymakers and push for real legislative change, with a focus on Belgium, Austria, Spain, and France. We do this by developing legal position papers, factsheets, and concrete policy proposals. At the same time, we build coalitions with NGOs, experts, and politicians, and organize meetings and advocacy efforts to ensure the issue is firmly placed on the political agenda.

Why this matters
Marital captivity and marital exploitation are serious human rights violations that remain insufficiently recognized and addressed in many European countries. Victims often fall outside existing legal frameworks, leaving them without protection or access to justice. Because these issues cross borders, a European approach is essential to achieve lasting change.

Why now
This is the moment to act. European countries are about to implement two crucial directives: the modernization of anti-trafficking legislation and the directive on combating violence against women and domestic violence. These are not merely technical updates: they are defining moments that determine who is protected under the law, and who is not.

If we do not act now, marital captivity and marital exploitation will remain invisible and therefore unaddressed in law. That is why we are increasing pressure: to ensure these forms of violence are recognized, named, and tackled. This is the moment to change the law and with it, the lives of women across Europe.

How we work
Our approach combines research, lived experience, and strategic advocacy. We analyze national legal frameworks, map key stakeholders, and identify political opportunities. Based on this, we develop targeted advocacy strategies, grounded in data, storytelling, and the real experiences of women. Through media, publications, and a documentary, we raise visibility, while working behind the scenes to influence policy and legislation.

Timeline and approach
The project runs for two years (January 2026 – December 2027) and follows a phased approach. We begin with research and analysis (including legal studies, stakeholder mapping, and problem analysis), followed by agenda-setting through media, publications, and political engagement. We then move into active advocacy to secure concrete political commitments and legislative change. In the final phase, we focus on embedding these changes by monitoring implementation and scaling successful approaches across Europe.
